| 内容記述 | 風致地区制度は1919(大正8)年公布の旧「都市計画法」を根拠法として創設されたもので,地域制緑地としては最も歴史ある制度である。都市化の中で一定の効果をあげてきたが,第二次世界大戦期間の風致行政の中断,および戦後の取締り再開後に高度経済成長期を迎えたことで形骸化した地区も多く存在するようになった。本研究は,創設期における風致地区制度の都市計画上の意義を明らかにし,当初,風致保全育成のシステムを制度としてどのように仕掛けていたのかを明らかにすることを目的とした。研究課題は,第一に風致地区制度の都市計画的意味の把握,第二に風致の保全・維持,活用・育成概念の風致地区制度における内包状況の解明,第三に風致育成をねらいとした風致協会の意義の解明とした。その結果,風致地区制度は,風致保全が目的であるが,これは都市化の進行を受け止めとめることを想定しており,その過程には地域住民による組織を形成することによって風致を育成していく計画体系でもあったこと,つまり,風致地区制度は指定することによってのみ風致の保全を図ろうとする制度ではなく,指定の後,その地区を維持管理していく組織を設立し,これを機能させることによってはじめて,変化する地区の都市化の実状を踏まえた風致の維持を可能にしようとした制度であったことを明らかにした。 | |||||

| 内容記述 | The scenic zone system founded, when the City Planning Act was promulgated in 1919. The history is a certain system most for a urban green by the zoning system. There was a constant effect in urbanization, but there are many districts in which, on the other hand, natural beauty was destroyed with the interruption of natural beauty administration by World War II and the later high economic growth period, and become a dead letter, and has remained so. Therefore the purpose of this study clarifies the intention of a system aimed at scenic zone system foundation, and shows how the intention of the system. I consider three issues study. Firstly it is to grasp city planning meaning of a scenic zone system, secondly the elucidation of preservation/practical use/upbringing of scenic beauty, and finally elucidation of significance of the association of scenic beauty that assumed scenic beauty upbringing to be an aim. As a result, a scenic zone system kept scenic beauty in good condition and received urbanization positively. And it was the planning system which brought up scenic beauty by a organization which focused on an area. In other words a scenic zone system is not a system to keep scenic beauty in good condition only by appointing it. It became clear that to have a system that was going to enable maintenance of scenic beauty, the real condition of urbanization of a district would be possible only after it established the organization to maintain the district and manage appointments to further this function. | |||||
