 note = {企業の農業参入に関するさまざまな懸念が，現在も現場の農業関係者によって意識され続け参入の障害になっている。そこで，過去の懸念について，農業参入解禁後に顕在化した状況の検証を目的として，都道府県の農業参入担当部署に対してアンケート調査を実施した。その結果，現時点では，参入企業の撤退とその後の農地荒廃，農地の不適正利用，家族農業経営の農業離れなど過去の懸念点はほとんど当てはまっていないことと企業の農地取得についての考え方がわかった。農政の抜本的な改革が求められる中で，農業現場では参入企業を担い手の一員と位置づけて，実態に基づいた落ち着いた議論と対応，さらには将来設計が必要といえる。, Various concerns over private-sector companies coming into the farming business remain strong among those in the agricultural industry, posing an obstacle to new entrants into the industry.  Thus, for the purpose of examining how their past concerns have materialized since the lifting of the ban on companies’ engagement, we conducted a questionnaire survey of prefectural government officials in charge of making arrangements for companies’ entry into the farming business.  Our survey has found that most of the past concerns─such as that entrant companies may quit soon and leave the farmland to ruin, that they may use farmland for wrongful purposes, and that family farmers may be driven out of the farming business─were irrelevant.  We have also learned each prefecture’s stance regarding the acquisition of farmland by companies.  Amid calls for fundamental changes to the government’s agricultural policy, what is required of those in the agricultural industry is to redefine private-sector companies as full-fledged actors in the farming business, and then, to discuss, respond, and plan for the future in a calm and rational manner based on the actual state of affairs., E, 2, P, 論文, Article},
